地方政府推动区域经济发展的职能研究：以绍兴市为例

【摘要】试图运用公共管理和地方政府、公共经济学理论,对绍兴经济发展的环境进行深入细致的调研分析,提出绍兴市地方政府推动经济发展作用的职能定位、绍兴市经济发展战略及规划。本文的核心是绍兴市区域经济发展,其目标是增强市域竞争力,实现可持续发展。通过对绍兴市经济发展环境的分析,结合绍兴市的经济现状,对目前的绍兴市政府行为现状进行了具体深入的剖析,指出其中存在的主要问题,总结了导致现存这些问题发生的原因所在,并立足绍兴市发展大局,在分析绍兴市在长三角经济圈及经济开发区的功能定位的基础上,并从微观、宏观层面指出了进一步优化绍兴市政府职能的完善思路。本文认为,绍兴市区域经济发展战略应坚持以城市化为总方向,把建设经济文化强市、打造先进制造业基地及长三角短途休闲度假胜地作为目标。面对绍兴经济开发区及高端产业聚集区等发展战略的有利时机,绍兴要抓住机遇,实现更好更快发展,加快建设经济文化强市,一个重要的途径就是要结合资源状况、经济基础、发展优势等各个方面的实际,选择确定科学合理有效的主导产业,通过主导产业的选择、培育和发展,拉动绍兴经济快速发展。基于这样的分析,绍兴市的工业应以先进机械制造、电子信息、特钢制品三大产业为主导产业,同时培育发展以现代物流业、房地产业为重点的现代服务业。发展过程中,应坚持五大战略,即大力实施园区带动战略、产业集群战略、科技进步战略、文化强市战略、繁荣消费战略。总的来说,绍兴市的经济发展既具备良好的产业基础和资源条件,也拥有难得的外部环境和发展机遇,当然还面临着各种困难、制约和挑战。我们相信,只要定位科学、方向明确,重点突出、把握得力,战略得当、措施有力,绍兴市的经济社会一定会实现又好又快的发展。

【外文摘要】The regional economy is according to the natural region, inner link, flow direction, resident or national cultural tradition and need of the social development but economic coalition formed on the geographical space of goods of the economic activity. The regional economy wants keeping fit, fast development with lasting stability, must combine macroscopical environment and internal resource, current situation of the development and industry’s foundation, choose functional demand and industry, and then put forward development strategy and concrete action. The principle that the theory combines with practice that this text originally burns, attempt to use and manage publically and, the local government, public economics theory, carry on investigation of the through going and painstaking one to analyze in continuing the environment of revitalizing economic development, propose continuing and revitalizing the functional positioning that the local government of the city promotes the development of economy on function, continuing and revitalizing economic development strategy and countermeasure and planning of the city.The core herein is continuing and revitalizing the land economic development of urban area, its goal is to strengthen the land competitiveness of the city, realize sustainable development. Through to continuing and revitalizing the analysis of the economic development environment of the city, combine and continue the economic current situation which revitalizes the city, have carried on the concrete and deep analysis to present continuing revitalizing the behavioral current situation of municipal government, point out the subject problem existing among them, has summarized the reason that these problems in existence happen of leading to the fact, and is based on continuing and revitalizing the city and developing the overall situation and analyzed and continued and revitalized the city on the basis of long triangular economic zone and functional demand of economic development zone, and pointed out and further continued the thinking of completion of revitalizing function of municipal government from the microcosmic, macroscopical aspect optimally. This text think, continue, revitalize the intersection of urban area and the intersection of land and economic development strategy, should insist on, regard urbanization as chief side to, regard building the strong city of economic culture, making advanced base and long triangular short distance recreation and spending holidays famous scenic spot of manufacturing industry as the goal. In the face of continuing the opportune time of revitalizing development strategies such as economic development zone and advanced industry gathering area,etc., continue and revitalize seizing the opportunity, realize better faster development, accelerate building the strong city of economic culture, an important route is the reality of wanting all respects of combining resource states, economic base, developing the advantage etc., determine the leading industry with rational and effective science, through dominating the choice, cultivation and development of the industry, spur and continue and revitalize economy to develop fast. Because of such analysis, continuing the industry of revitalizing the city should take advanced machine-building, electronic information, three major industries of special steel products as the leading factor in the industry, foster and develop the modern service industry taking logistics service industry, real estate as focal point at the same time. In the evolution, should adhere to five great strategies, namely garden and drive strategically, industry’s cluster strategy, scientific and technological progress strategy, prosperity consumer strategy.Generally speaking, have continued the economic development which revitalized the city and already possessed good industry foundation and resource condition, also there are rare external environment condition and opportunity for development, certainly still face various difficulty, restriction and challenge. We believe, so long as it is clear to orient the science, direction, stress, it is capable to hold especially, strategy is apt, the measure is strong, it is sure to realize good and fast development to continue the economics and society of revitalizing the city.
